Spec into Scrapper Trait
In your Dragon Isles Engineering specialization tree, invest at least 5 points into Optimized Efficiency and 40 points into Scrapper. The Scrapper trait is the key factor in obtaining this toy from Rummage Through Scrap.
Farm Pieces of Scrap
To use Rummage Through Scrap, you need 
Pieces of Scrap. Apply tinkers to Engineering equipment such as bracers or helms, or throw bombs like 
Grease Grenade — each of these activities has roughly a 50% chance to generate scrap per use. Tinker: 
Plane Displacer combined with throwing Grease Grenades was reported as a particularly effective combination.
Use Rummage Through Scrap
Each cast of Rummage Through Scrap consumes 5 Pieces of Scrap and has approximately a 10% chance (as of patch 10.1.5) to reward the Malfunctioning Stealthman 54. The majority of casts will return vendor trash or Dragonflight crafting materials instead.
