Use the Pattern: Flaming Hoop to learn the recipe, then craft the Flaming Hoop via your Leatherworking profession.
Use the Toy
Summon a battle pet and use the Flaming Hoop — it works while grounded or while flying, though airborne use requires your pet to also be capable of flight, either on its own or via Magical Saucer.
Tips
There is a chance your pet will catch On Fire after jumping through the hoop; if it does, it will sprint away from you for 5 seconds before returning.
