Personal Crafter
The 'Personal Crafter' title is awarded by completing the achievement Lock, Stock and Two Smoking Goblins, which requires finishing the quest chain beginning with What a Ripoff! in Stormheim and concluding with Time to Collect in Dalaran.
Complete What a Ripoff!
Complete the six quests in the What a Ripoff! quest chain located at 51.2, 57.0 in Stormheim. No prerequisites are required to begin this chain.
Obtain the Grapple Launcher
Pick up the 
Stormforged Grapple Launcher from any major hub in Stormheim — this item is required to scale Watchman's Rock via a series of grapple points starting from the northern end of the isle.
Complete Time to Collect
Accept the quest Time to Collect from Dalaran at 50.4, 23.1, then make your way up to Watchman's Rock and confront Snaggle Sixtrigger and Rax Sixtrigger at 68.5, 20.2. Both goblins have roughly 10 million HP each — switch between them during the fight and avoid killing either one fully before the other, or the key needed to complete the quest will not drop.
Tips
Do not kill either Snaggle or Rax Sixtrigger before bringing both below a threshold — killing one outright before engaging the other can cause the key to not drop, blocking quest completion.
