Keepers of Time
The Burning Crusade faction. As far as I can tell the most efficient way to grid this rep is in heroic Durnholde and you get roughly 4500-5000/hour (as a level 85). Here's how ...
Keepers of Time is a Burning Crusade faction tied to the Caverns of Time, earned by running the Escape from Durnholde Keep and Black Morass dungeons on normal or heroic difficulty.
Farm Heroic Durnholde Keep
Enter Escape from Durnholde Keep on Heroic and clear all trash mobs, then kill the first boss. Free Thrall, then kill the 4 mobs by the bridge as Thrall retrieves his armor — ranged classes can nuke them from the upper area, melee should pull them with a ranged ability. Immediately kill the 4 mobs that spawn in the castle doorway, then jump down and kill the 4 mobs at the end of the bridge before rejoining Thrall. This method yields roughly 4,500–5,000 reputation per hour.
Full Clear Durnholde on Heroic
An alternative approach is to set the dungeon to Heroic and kill all mobs at Tarren Mill followed by all mobs at Durnholde Keep in a complete clear. With the instance reset limit raised to 10 per hour, each run takes approximately 7 minutes, so you will not hit the reset cap. Using 
Battle Standard of Coordination, 
Banner of Cooperation, and 
Standard of Unity during runs will further increase reputation gained.
Farm Heroic Black Morass
Heroic Black Morass awards approximately 1, 900 reputation per full run. You can also farm it by letting the final boss Aeonus kill Medivh and repeating the first 17 waves, though note it takes roughly 5 minutes for Aeonus to kill Medivh and another 5 minutes for the portals to reset, making this method slow. Regular difficulty also awards Keepers of Time reputation all the way to Exalted.
Visit Quartermaster Alurmi
Once you have accumulated enough reputation, visit the faction quartermaster Alurmi at 63.0, 57.2 in Tanaris to browse and purchase available rewards.
Tips
From Wrath of the Lich King onward, you can teleport to the Caverns of Time using the portal on the 2nd floor of the Violet Citadel in Dalaran, to the left. Teleporting from Shattrath requires Revered standing; speak to NPC Zephyr there.
