The Scryers
The Burning Crusade faction.
The Scryers is a Burning Crusade faction based in Shattrath City, gained by turning in signet rings and arcane tomes dropped from blood elf enemies across Outland.
Choose Your Faction Allegiance
When you first arrive in Shattrath City, you can side with the Scryers by speaking with Arcanist Adyria, which starts you at 0/3000 Neutral. If you are a Draenei, be aware that your race starts Hostile with the Scryers and Friendly with the Aldor, meaning switching to Scryers requires handing in Basilisk Eyes to Arcanist Adyria, granting 250 rep per 8 eyes at roughly a 30% drop rate.
Farm Signets from Friendly to Honored
To move from Friendly to Honored, you need 240 
Sunfury Signets (250 rep per 10) or Firewing Signets (250 rep per 10). Sunfury Signets are purchasable from other players on the Auction House and tend to be cheaper than Firewing Signets, making them the more cost-efficient option for bulk purchases.
Grind Signets and Tomes from Honored to Exalted
From Honored to Exalted you need either 1,320 Sunfury Signets or an equivalent in Firewing Signets, and turning in 94 
Arcane Tomes (350 rep each) can significantly supplement your progress. Arcane Tomes are available from other players on the Auction House but at a considerably higher price than signets, so mixing both methods is a practical approach.
Collect Rewards from Quartermaster Enuril
Once you reach the desired reputation tier, visit Quartermaster Enuril at 32.2, 28.6 in Shattrath City to purchase your available rewards.
Tips
Having The Scryers at Exalted on one character and the Aldor at Exalted on another character counts as only one exalted faction toward the 100 exalted reputations achievement, not two.
Sunfury Signets are typically the cheapest signet option on the Auction House, making them the most gold-efficient turn-in for bulk rep grinding from Friendly to Honored and beyond.
