Thunder Bluff is the Tauren capital city faction in Classic WoW, and reaching Exalted with them requires completing quests throughout Mulgore and grinding dungeons with their tabard equipped.
Quest Through Mulgore
Starting from the newbie zone and working your way through Red Cloud Mesa, Bloodhoof Village, Red Rocks, and Thunder Bluff itself yields approximately 5, 625 total Thunder Bluff reputation. Red Cloud Mesa alone provides around 2, 275 rep, Bloodhoof Village provides around 2, 200 rep, and the Thunder Bluff quests themselves add another 685 rep.
Grind Ragefire Chasm
For low-level characters, equip the Thunder Bluff tabard and run Ragefire Chasm repeatedly — each full run yields approximately 1, 950 to 2, 100 reputation. This is especially efficient for quickly leveling a bank alt to level 10.
Run Pit of Saron
Equip the Thunder Bluff tabard and clear Pit of Saron for approximately 2, 151 reputation per run. After killing the last boss, jump down and run directly to the entrance to reset quickly. Pit of Saron also has a chance to drop the 
Battered Hilt as a bonus.
Farm Magisters' Terrace
Equip the Thunder Bluff tabard and clear Magisters' Terrace for approximately 2, 928 reputation per run, making it the highest rep-per-run option available. An orb at the end of the dungeon teleports you back to the quest hub, allowing very fast resets.
Visit Vendor Brave Tuho
Once you have reached the desired reputation tier, visit Brave Tuho at 46.4, 51.0 in Thunder Bluff to purchase the available reputation rewards.
Tips
Magisters' Terrace at 2, 928 rep per run is the most efficient dungeon for Thunder Bluff tabard grinding due to its high mob density and the end-of-dungeon teleport that speeds up resets.
If you are a Human, the Diplomacy racial passive grants 10% bonus reputation from all sources, reducing the total number of dungeon runs needed to reach Exalted.
