Thorium Brotherhood is a Classic faction based in Blackrock Depths, and you can reach Exalted by turning in items to Lokhtos Darkbargainer inside the dungeon.
Buy Cores from Auction House
Purchase 22 
Fiery Core or 
Lava Core from the Auction House. Each turn-in grants 2,000 reputation, and 22 of either item is enough to go from 0/3,000 Neutral to 999/1,000 Exalted.
Enter Blackrock Depths
Travel to Blackrock Depths and locate Lokhtos Darkbargainer inside the dungeon bar area. Turn in your Fiery Cores or Lava Cores to him to receive 2,000 Thorium Brotherhood reputation per turn-in until you reach Exalted.
Turn In Additional Items
If you have them, Lokhtos Darkbargainer also accepts 
Core Leather for 1, 400 reputation, 
Blood of the Mountain for 2, 000 reputation, and 
Dark Iron Ore for 300 reputation per turn-in.
