Find the Vendor
Boatswain Hardee is the Blackwater Cartel vendor located in Undermine at 63.2, 16.2. No permanent map icon exists for this vendor, so use the waypoint at 63.37, 16.86 on the ground floor of the building to locate them.
Earn Weekly Reputation
Approximately 4, 000 reputation is available per week for Blackwater Cartel through the weekly cartel contract, with additional bonus reputation when Blackwater Cartel Side Gigs are active. Note that you will reach renown 20 with the main Cartels of Undermine reputation long before your Blackwater Cartel sub-faction renown catches up.
Spawn Voltstrike the Charged
At renown rank 6 with the Cartels of Undermine, if you hold the weekly cartel contract for Blackwater Cartel, you can spawn the rare Voltstrike the Charged. Head to Boatwright Frankie at 61.4, 25.2 in Undermine to interact with the summon mechanic for this rare.
Tips
The main Cartels of Undermine reputation levels up much faster than Blackwater Cartel sub-faction renown, so prioritize completing Blackwater Cartel weekly contracts each reset to close the gap.
