Bilgewater Cartel (new id) is a renown-based reputation faction in Undermine, and reaching Exalted does not count toward the 100 Exalted Reputations achievement.
Find the Vendor Rocco Razzboom
After completing the intro quest, the faction vendor map icons are not permanently marked. Head to Rocco Razzboom at 39.0, 22.0 in Undermine, on the ground floor of the building at 39.07, 22.11.
Choose Bilgewater as Your Cartel
Bilgewater Cartel is identified by its red color and is considered the fastest faction to progress. Select it as your active cartel to begin earning renown with this faction.
Get the Weekly Cartel Contract
At renown rank 6 with the Cartels of Undermine, obtain the weekly cartel contract for Bilgewater Cartel to unlock the ability to spawn the rare M.A.G.N.O.
Summon and Defeat M.A.G.N.O.
Once you have the weekly cartel contract active, use the stairway at 39.3, 25.8 in Undermine to reach the top. Ragzy Cashgrab, the M.A.G.N.O. spawn point for Bilgewater, is located at 39.9, 22.4.
Tips
Reaching Exalted with Bilgewater Cartel does not count toward the 100 Exalted Reputations achievement, so do not prioritize this faction for that goal.
The weekly cartel contract is required to spawn the rare M.A.G.N.O., so pick it up each reset before heading to 39.9, 22.4.
