Wrathion & Sabellian is a Dragonflight reputation faction in the Obsidian Citadel on the Waking Shores, earned by choosing a side between the two black dragons and turning in Restored Obsidian Keys for rep and rewards.
Choose Your Side
Complete the quest Allegiance to One and pick either Wrathion or Sabellian as your faction. You can later farm reputation for both, but this choice is required before you can begin collecting key materials.
Unlock World Quests First
Collecting 
Key Fragments and 
Key Framing is tied to a weekly world quest in the Obsidian Citadel, so complete the main campaign questline including the Valdrakken chapter to unlock world quests before farming.
Farm Key Materials
Kill mobs in the Obsidian Citadel area on the Waking Shores to collect Key Fragments and Key Framing. For faster mob spawns, use the 2x4 group method at 28.3, 58.8 by forming two separate groups of four players in the Group Finder.
Craft Restored Obsidian Keys
Combine 30x Key Fragments and 3x Key Framing to create one 
Restored Obsidian Key, which you then turn in to either Wrathion or Sabellian for reputation.
Turn In Keys for Rep
Turn your Restored Obsidian Keys in to Wrathion at 26.70, 62.60 or to Sabellian, choosing which side receives the reputation boost. Once your group collectively turns in 20 keys, a quest triggers that unlocks a rare in the area. Lorena Belle and Samia Inkling are associated vendors for rewards.
Counts Toward 100 Exalted
Both Wrathion and Sabellian count as separate reputations toward the 100 Exalted Reputations achievement, which rewards the 
Pureheart Courser mount.
