The Unshackled is a Horde-aligned faction in Nazjatar introduced in Battle for Azeroth, earned by completing world quests, daily quests, and other activities throughout the zone.
Complete Nazjatar World Quests
World quests in Nazjatar award reputation with The Unshackled. Note that each world quest, including world bosses and dungeon world quests, awards 75 reputation.
Focus on Emissary Quests
Emissary quests for The Unshackled provide a faster reputation gain than running individual world quests, making them the most efficient way to progress toward Exalted.
Visit Vendor for Rewards
Once you reach the appropriate reputation tiers, visit Finder Pruc at 49.0, 62.2 in Nazjatar to purchase available rewards.
Earn Paragon Supplies
After reaching Exalted, continued reputation gains fill a Paragon bar. Each completed Paragon bar rewards an 
Unshackled Supplies cache, which can contain 
Royal Snapdragon, 
Flopping Fish, and 
Memento of the Deeps.
