The Dreamweavers are a Legion faction based in Val'sharah, earned through zone quests and World Quests.
Complete Val'sharah Zone Quests
Work through the Val'sharah zone quest chain, which will bring you to approximately 0/12000 Honored with the Dreamweavers. If you fall short of Honored after finishing the main chain, find Old Grizzleback at 66, 77 in Val'sharah — completing his 4 quests should push you over the threshold.
Track Down Missing Reputation
If Old Grizzleback's quests still leave you short of Honored, find Guviena Bladesong at 59, 84 in Val'sharah — she offers two quests that lead into additional quests worth extra Dreamweavers reputation.
Farm World Quests Daily
After reaching level 110 and unlocking World Quests, World Quests in Val'sharah become the primary ongoing source of Dreamweavers reputation. When you complete a set of Dreamweavers World Quests, turn them in to Sylvia Hartshorn at 54.6, 73.2 in Val'sharah to receive 
Dreamweaver Provisions.
Unlock World Quests via Uniting the Isles
To access World Quests at level 110, complete the Uniting the Isles quest, which requires reaching Friendly with the 5 major Legion factions — Dreamweavers included.
Visit Vendor Sylvia Hartshorn
The Dreamweavers quartermaster, Sylvia Hartshorn, is located at 54.6, 73.2 in Val'sharah and sells faction rewards including items such as 
Dreamweaver Initiate's Tabard and 
Tabard of the Dreamweavers, as well as 
Dreamweaver Insignia and Greater Dreamweaver Insignia.
