The Highmountain Tribe is a Legion faction based in Highmountain that you earn reputation with through zone quests and world quests, with rewards purchased from quartermaster Ransa Greyfeather in Thunder Totem.
Complete Highmountain Zone Quests
Work through the full Highmountain zone quest chain, which awards approximately 4, 000 into Honored reputation upon completion. The Rockcrawler Chasm north of Skyhorn also has quests that award 250 reputation each and reward a pet at the end — worth checking if you missed them.
Farm Highmountain World Quests
At level 110, world quests become the primary source of Highmountain Tribe reputation. Complete world quests in Highmountain regularly to accumulate reputation across all standing tiers.
Turn In Emissary Quests
When you complete a set of Highmountain world quests for the emissary, turn it in to Ransa Greyfeather at 38.2, 45.4 in Thunder Totem to receive your 
Highmountain Tribute reward.
Unlock Uniting the Isles
Reaching Friendly with Highmountain Tribe and the other four major Legion factions unlocks the Uniting the Isles quest at level 110, which enables world quests across the Broken Isles if you have not already completed it.

Ransa Greyfeather, the Highmountain Tribe quartermaster, is located at 38.2, 45.4 in Thunder Totem and sells the following rewards by reputation tier — Friendly:
