Council of Exarchs
Warlords of Draenor faction. Socrethar's Rise & Darktide Roost (both south Shadowmoon Valley) are full of level 100 mobs that give Council of Exarchs rep.
Council of Exarchs is a Warlords of Draenor Alliance faction based in Ashran that you earn reputation with by completing bonus objectives, killing mobs in Shadowmoon Valley, and running Apexis daily missions.
Complete Talador Bonus Objectives
The Orunai Coast and Court of Souls bonus objectives in Talador each award 500 Council of Exarchs reputation. Other bonus objectives in Talador may also grant reputation, so complete them while in the zone.
Pick Up Scouting Missives
Visit Sergeant Crowler in your garrison and pick up Scouting Missive: Socrethar's Rise and Scouting Missive: Darktide Roost. These missives cost garrison resources and turn the mob-killing sessions into Apexis daily missions, rewarding 
1,600 Apexis crystals per full run in addition to reputation.
Kill Mobs at Socrethar's Rise
Fly to Socrethar's Rise at 72.29, 23.57 in southern Shadowmoon Valley. The level 100 mobs here grant Council of Exarchs reputation — focus on the lower area to pull and kill as many as possible at once to complete the Scouting Missive efficiently.
Kill Mobs at Darktide Roost
After finishing Socrethar's Rise, fly to Darktide Roost, also in southern Shadowmoon Valley, and kill mobs there to complete the second Scouting Missive and earn additional Council of Exarchs reputation.
Hearth and Repeat Daily
Use your 
Garrison Hearthstone to return to your garrison, pick up both Scouting Missives again from Sergeant Crowler, and repeat the Socrethar's Rise and Darktide Roost loop each day until you reach Exalted.
Collect Rewards from Vindicator Nuurem
Once Exalted, visit Vindicator Nuurem at 46.6, 76.2 in Stormshield Town Hall in southern Ashran to purchase rewards including the 
Council of Exarchs Tabard and the 
Dusty Rockhide mount. You can reach Stormshield via the portal at 69.6, 26.9 on the upper floor.
Tips
The Scouting Missive loop at Socrethar's Rise and Darktide Roost is the most efficient daily grind, yielding reputation from kills plus 1,600 Apexis crystals per full run.
