Laughing Skull Orcs is a Warlords of Draenor reputation tied to a garrison Trading Post, earned primarily by killing elites in The Pit in Gorgrond.
Unlock With Trading Post
You must have a Level 2 Trading Post in your garrison to actually earn reputation with the Laughing Skull Orcs — having them listed in your reputation window without it will not grant any rep from kills.
Farm Elites in The Pit
Travel to The Pit in Gorgrond and kill elites along the outer rings — elites in the center of The Pit grant no reputation. Regular elites award approximately 20 rep per kill with a Level 3 Trading Post, while rare mobs award 60 rep per kill.
Use AoE Buffs While Farming
Pick up the gronn cannons and burning blade crystals found in The Pit for powerful AoE buffs, and use 
Battle Standard of Coordination on large mob pulls to maximize reputation per hour — one group reported earning around 8, 500 rep per hour using this method.
Avoid Everbloom Wilds
Do not farm the Everbloom Wilds in Gorgrond, as mobs there yield only 5 rep per kill and the zone has fewer rares than The Pit, making it a significantly slower grind.
Tips
The Everbloom Dungeon no longer awards Laughing Skull Orcs reputation in Legion or later — stick to The Pit for all rep farming.
Reputation caps at 0/1000 Exalted rather than 999/1000, so the tracker will appear incomplete even when you have reached the maximum.
