Steamwheedle Cartel

The Steamwheedle Cartel is a collective of four goblin factions — Booty Bay, Everlook, Gadgetzan, and Ratchet — whose reputation is raised simultaneously by killing pirates and bandits across Azeroth.
Understand the Four Factions
Steamwheedle Cartel encompasses Booty Bay in Southern Stranglethorn Vale, Everlook in Winterspring, Gadgetzan in Northern Tanaris, and Ratchet on the Eastern Barrens coast — reputation gains are shared across all four.
Grind Southbreak Shore in Tanaris
Kill Southsea Pirates and Wastewander Bandits at Southbreak Shore in southern Tanaris for double Gadgetzan reputation up to Revered. Note that the rare spawn Andre Firedbeard on the southwestern-most boat grants five times the normal reputation, while Captain Dreadbeard grants none.
Grind Fray Island in the Barrens
Fray Island on the Eastern Barrens coast is the best location for grinding Ratchet reputation, as Southsea Pirates there give direct rep, and this spot also benefits Booty Bay and Everlook simultaneously.
Complete Zul'Farrak Quests
Completing the quests inside Zul'Farrak rewards 1,200 reputation with each of the four Steamwheedle Cartel factions, making it worthwhile to finish if you have not done so already.
Tips
No mobs grant direct Everlook reputation, so Fray Island and Southbreak Shore are the only practical grinding options for that faction.
Human characters benefit from a passive racial bonus to reputation gains, which affects how many pirates remain needed to reach Exalted.
