Sha'tari Defense is a Warlords of Draenor faction, but there is currently no known repeatable method to raise reputation with them beyond Neutral for Horde players.
Check Your Current Standing
As a Horde player, simply interacting with the flightmaster at Exile's Rise may set your standing to Neutral with Sha'tari Defense, but no further reputation gains have been identified beyond that point.
