Huojin Pandaren is the Horde-aligned pandaren faction from Mists of Pandaria, and reputation is earned through dungeon grinding while wearing the faction tabard or through spillover rep from other Horde factions.
Purchase the Huojin Tabard
Visit Turtlemaster Odai in the Valley of Honor in Orgrimmar to purchase the 
Huojin Tabard. Equipping this tabard while running dungeons will direct reputation gains toward Huojin Pandaren.
Use Spillover Rep to Friendly
Completing quests that reward any Horde faction reputation will automatically grant spillover reputation with Huojin Pandaren, but only up to 5999/6000 Friendly. To progress beyond Friendly, you must equip the tabard and run dungeons.
Grind Utgarde Pinnacle for Rep
Enter Utgarde Pinnacle on normal or heroic difficulty with the Huojin Tabard equipped and defeat all enemies — each kill averages 15 or more reputation, with a full run averaging around 2343 reputation in approximately 7 minutes, which amounts to roughly 10,000 to 15, 000 reputation per hour.
Tips
Utgarde Pinnacle has a 10-minute lockout reset window; after each run, wait out the reset before re-entering to continue gaining reputation efficiently.
Spillover reputation from Horde faction quests caps at 5999/6000 Friendly, so equip the tabard before running dungeons to push past that threshold.
