Pearlfin Jinyu is an Alliance reputation faction in the Jade Forest zone of Pandaria, earned entirely through completing the zone's main questline.
Complete the Jade Forest Questline
Work through the full Jade Forest questline on an Alliance character, which involves aiding the Pearlfin Jinyu fish people and rooting out the Hozen from the area. Completing the entire questline will bring you to exalted with the faction.
Plan Your Rep Boosts Early
Without any reputation-boosting enhancement (such as a guild rep boost, holiday rep boost, or Darkmoon Faire rep boost), you can earn a maximum of 42,000 rep, which lands you at 0/1000 into exalted. If you want to reach 999/1000 exalted, apply a rep boost before completing too many quests in the zone.
Visit Quartermaster Silkweaver Rui
Rather than a traditional reputation vendor, Silkweaver Rui sells class-specific armor and weapons, making this a good stop to fill out gear slots or pick up Pandaria-themed pieces for transmog.
Claim Your Reward: Fishy
After reaching exalted with the Pearlfin Jinyu by finishing the questline, you will become the owner of 
Fishy.
Tips
Apply a Darkmoon Faire +10% reputation buff or another rep-boosting enhancement before finishing the questline if you want to push past 0/1000 into exalted and reach the 999/1000 cap.
