The Earthen Ring
Cataclysm faction. As a little heads up for those who can't seem to find the quartermaster, he is in the Silver Tide Hollow of the Shimmering Expanse in Vashj'ir.
The Earthen Ring is a Cataclysm faction tied to the elemental restoration effort, and reputation is earned through questing in Vashj'ir, Deepholm, and Twilight Highlands, as well as running level 85 dungeons with the faction tabard equipped.
Find the Quartermaster
Provisioner Arok is located inside Silver Tide Hollow at 49, 42 in the Shimmering Expanse zone of Vashj'ir — head there to browse and purchase faction rewards.
Equip the Faction Tabard
Purchase the 
Tabard of the Earthen Ring from Provisioner Arok at 49, 42 in Shimmering Expanse, then equip it before entering level 85 normal or heroic Cataclysm dungeons so that all kills credit reputation toward The Earthen Ring.
Quest Through Vashj'ir
Complete the Earthen Ring quest clusters in Vashj'ir — the opening quests in Kelp'thar Forest, the Nespirah quest series in Shimmering Expanse, and the final quests at the Abyssal Maw — but note that all of these combined yield approximately 4, 200 reputation, only reaching partway through Friendly.
Continue in Deepholm and Twilight Highlands
After exhausting Vashj'ir quests, progress to Deepholm and Twilight Highlands for additional Earthen Ring reputation from questing in those zones.
Farm Heroics with Tabard
With the tabard equipped, run Cataclysm heroics — the five heroics Zul'Gurub, Vortex Pinnacle, Lost City of Tol'vir, The Stonecore, and Grim Batol offer the most reputation per hour; after hitting the 5-instance lockout limit, normal Grim Batol is the most efficient remaining option.
Tips
Lost City of Tol'vir is technically the most reputation-efficient single dungeon run when wearing the Earthen Ring tabard.
After hitting the 5-instance-per-hour limit on heroics, switch to normal Grim Batol for the best reputation-per-hour among non-heroic options.
