Kirin Tor is a Wrath of the Lich King faction based in Dalaran, and you gain reputation by wearing their tabard in level 80 instances or completing quests in Borean Tundra to reach Friendly.
Reach Friendly Via Quests
Complete quests at Amber Ledge in Borean Tundra to earn enough Kirin Tor reputation to reach Friendly, which is required before you can purchase the tabard.
Purchase the Kirin Tor Tabard
Once Friendly, buy the 
Tabard of the Kirin Tor from Archmage Alvareaux in Dalaran, then equip it before running level 80 instances to earn Kirin Tor reputation from kills inside.
Grind Instances to Exalted
Run level 80 dungeons with the tabard equipped to gain Kirin Tor reputation all the way to Exalted; reaching Exalted unlocks a discount with vendors in Dalaran, most of whom are part of the Kirin Tor faction.
Claim Head Enchant Reward
At Exalted, visit Archmage Alvareaux in Dalaran to purchase the Kirin Tor head enchant, which provides Spell Damage and Critical Strike rating.
Tips
Since most vendors in Dalaran are Kirin Tor affiliated, reaching Exalted provides a discount on frequent purchases like repairs, making it one of the more practical Exalted reputations to grind early.
