Start The Human League
Reputation with Explorers' League does not appear in your reputation tab simply from questing in Howling Fjord. You must begin the quest chain that starts with The Human League to unlock and start earning reputation with this faction.
Note Grizzly Hills Quests
There are Explorers' League questgivers in Grizzly Hills, but completing their quests does not award any Explorers' League reputation, so focus your efforts on the quest chains that are confirmed to grant rep.
Check Rep Achievement Progress
Explorers' League reputation does count toward reputation-based achievements, so your progress will be tracked as you earn standing with the faction.
