Travel to Darkmoon Island
During the Darkmoon Faire world event, make your way to Darkmoon Island and find Lhara at 48.2, 69.4 at the Pet and Mount Prize stall. The Darkmoon Cub spends most of his time near the back of the shelf behind Lhara, but moves around between the crates and the shelf unit alongside the Darkmoon Monkey and Darkmoon Turtle.

Buy the Darkmoon Cub from Lhara. If you plan to use this pet in battles, look for Breed ID 8 over Breed ID 3 — at level 25, Breed ID 8 trades 81 health points for 12 extra Attack and 12 extra Speed, reaching 1238 Health, 305 Attack, and 305 Speed, which is the stronger choice given the Cub's below-average base health and strong base Attack and Speed stats.
Tips
At level 1, both Breed ID 3 and Breed ID 8 appear nearly identical in stats, so check the breed before purchasing if you intend to use this pet in Pet Battles.
The Darkmoon Cub cannot be captured as a wild pet — though it appears in pet battles in Stonetalon Mountains, it is flagged as not capturable.
