The Cerulean Hawkstrider drops from rare creatures in Eversong Woods and is obtained by farming those rares for a daily chance at the mount.
Travel to Eversong Woods
Head to Eversong Woods at 51.55, 75.85. If starting a fresh alt, choose the skip option at Liadrin when beginning your Midnight adventure — this unlocks portals to both Voidstorm and Harandar immediately, letting you fly freely into Eversong Woods without completing additional questing.
Kill Eversong Rare Creatures
Locate and kill the rare creatures in Eversong Woods at 51.55, 75.85. Each rare can only be killed once per day per character for a chance at the mount, but because the kill is not warband-wide, you can farm the same rares on multiple different characters each day to get additional attempts.
Trade Mount If Grouped
If you are farming in a group, the Cerulean Hawkstrider can be traded to another group member if it drops and the recipient was present for the kill, allowing coordinated group farming where drops can be redistributed to players who still need the mount.
