The Bilgewater Bombardier is a mount obtained from the 
Bilgewater Trove, a reward tied to Paragon reputation with the four Goblin Cartels in Undermine during The War Within.
Build Cartel Reputation
Earn reputation with all four Goblin Cartels in Undermine by completing activities for each. At specific reputation ranks, quests become available at each cartel's quartermaster offering uncommon, rare, and epic troves as rewards.
Visit Bilgewater Quartermaster
Head to Rocco Razzboom at 39.15, 22.19 in Undermine to pick up the Bilgewater Cartel's trove quest when it becomes available at your current reputation rank.
Check All Four Quartermasters
The Bilgewater Bombardier can drop from Paragon-level troves, so also visit Shredz the Scrapper at 53.3, 72.72 (Venture Co.), Boatswain Hardee at 63.43, 16.73 (Blackwater), and Lab Assistant Laszly at 27.12, 72.58 (Steamwheedle) to collect their trove quests as well.
Claim Troves Account-Wide
These trove quests are account-wide, meaning once one character accepts and completes a trove quest, it disappears from the quartermaster for all other characters on your account, so choose which character claims each trove carefully.
