Acquisition Guide
The Scrappy Worldsnail is a ground mount purchased from Dealer Vexil in The Waking Shores using Magmotes, which requires first obtaining the Worldbreaker Membership buff to both access the vendor and loot currency from mobs around the Obsidian Citadel.
Complete The Shadow of His Wings
Complete the questline The Shadow of His Wings, which is part of the Sojourner of the Waking Shores achievement. This unlocks access to Iggy The Believer at Obsidian Key at 32.2, 52.4 in The Waking Shores, who offers a repeatable quest called Unlocking Our Past that requires a Restored Obsidian Key and rewards a cache with a chance to contain the Worldbreaker Membership.
Use the Worldbreaker Membership
Use the Worldbreaker Membership item to gain the Worldbreaker buff, which lasts two days but will be lost if you die. This buff allows you to loot Magmotes from mobs around the Obsidian Citadel area and grants access to Dealer Vexil. Farming inside the Vault is recommended over the topside area due to lower competition and fast respawn rates, particularly the right wing near the Spider Rare where non-elite Rock Elemental mobs drop Magmotes reliably. Expect the full 
1,000 Magmotes grind to take roughly 2 to 2.5 hours.
Purchase From Dealer Vexil
Once you have collected 1,000 Magmotes, find Dealer Vexil at 34.8, 46.6 in The Waking Shores inside a cave and purchase the Scrappy Worldsnail mount.
Tips
Farm Magmotes inside the Vault rather than topside to avoid competition — the right wing near the Spider Rare has fast respawns and strong non-elite Rock Elemental density.
The Worldbreaker Membership buff disappears on death, so avoid dying during your Magmote farming session to keep the buff active for its full two-day duration.
