Complete daily and weekly quests at the Obsidian Citadel to reach maximum reputation with both Wrathion and Sabellian. Reaching max reputation with each will unlock the achievements The Obsidian Bloodline and Loyalty to the Prince, which are required to proceed.

Ride a Tame Magmammoth
Head to the Burning Ascent area at 66.3, 24.4 in The Waking Shores and locate a friendly Tame Magmammoth — do not approach the large hostile one roaming nearby. Before mounting, look for a Qalashi Necksnapper NPC near the mammoth; aggroing it will trigger the dialog 'This one's mine!' and you must kill it first. After defeating the Necksnapper, right-click the Tame Magmammoth to ride it, then use the Magmammoth Harness while mounted to receive the Loyal Magmammoth mount.
Tips
If the Magmammoth Harness gives you the error 'You must be riding a stolen Tame Magmammoth,' confirm you are mounted on the correct Tame Magmammoth at the Burning Ascent at 66.3, 24.4 — this specific one has been confirmed to work.
