Travel to Zereth Mortis and locate Vilo at 34.8, 64.2 near the Forge of Bonds.
Purchase the mount
Purchase Anointed Protostag Reins from Vilo for 5,000 Cosmic Flux. Note that this is a ground mount only and cannot be used for flying.
