The Eternal Phalynx of Courage is a ground mount rewarded to Kyrian Covenant members upon completing the A New Age quest, the final quest in a 13-quest Covenant Campaign chain that begins at Renown 17.
Reach Kyrian Renown 17
You must be a member of the Kyrian Covenant and reach Renown level 17 to unlock the start of this quest chain.
Start With Meet the Queen
Pick up the first quest, Meet the Queen, from Polemarch Adrestes at Elysian Hold in Bastion at 55, 42, which sends you to the Heart of the Forest in Ardenweald at 47, 53.
Complete the 13-Quest Chain
Progress through all 13 quests in the Kyrian Covenant Campaign chain, working your way through Bastion and Ardenweald until you reach the final quest, A New Age.
Complete A New Age
Finishing A New Age rewards you with the Eternal Phalynx of Courage, along with 
Grubby, 
Selfless Wings of the Ascended, and Renown.
