Eternal Phalynx of Purity is a Kyrian Covenant mount that is automatically added to your inventory upon reaching Renown 39 with the Kyrian, though it can also be purchased from a vendor if missed.
Reach Kyrian Renown 39
The Eternal Phalynx of Purity is automatically awarded to your inventory when you reach Renown 39 with the Kyrian Covenant. The mount may only appear after completing the quest Return Lost Souls, so finish that quest if the mount does not arrive immediately upon hitting Renown 39.
Purchase from Adjutant Galos
If you did not receive the mount automatically — for example, if you switched covenants — you can buy it from Adjutant Galos, the Bastion Renown Quartermaster, found at 62.91, 30.9 in the Elysian Hold in Bastion. The mount costs 100 Anima and 
50 Grateful Offerings.
