The Wicked Swarmer is sold by Torie in Dornogal for 
20,000 Displaced Corrupted Mementos, earned by running Horrific Visions.
Prepare for Horrific Visions
Equip your Heart of Azeroth and your legendary cloak, then purchase a vessel to enter the Visions from either Wrathion or Mother. Before starting, click all five altars inside to collect all five Faceless Masks, then speak to Wrathion to begin the run.
Run Visions and Farm Mementos
A reliable approach is running with three masks — 
Faceless Mask of the Pained, 
Faceless Mask of the Burned Bridge, and 
Faceless Mask of Dark Imagination — which can yield around 4, 100 mementos per run. Clear all four side areas before killing the final boss (Alleria or Thrall), loot every chest, and collect two crystals per zone (ten total) for an extra 425 mementos per run.
Purchase from Torie
Once you have accumulated 20,000 Displaced Corrupted Mementos, visit Torie in Dornogal and purchase the Wicked Swarmer.
Tips
The saddle on the Wicked Swarmer appears to be physically stabbed through the mount's head and chest, and the mount visibly bleeds — this is intentional and part of its design.
