250 Prismatic Manapearls, requiring Revered reputation with The Unshackled.
Reach Revered with Unshackled
You need Revered reputation with The Unshackled before purchasing. Completing Mardivas's puzzle weekly awards 500 reputation, and the Nazjatar emissary awards 1,500 reputation, totaling at least 2,000 reputation per week — reaching Exalted takes roughly 18–20 weeks at this pace.
Purchase from Finder Pruc
Once Revered, find Finder Pruc at 49, 62.2 in Nazjatar and purchase the Unshackled Waveray for 250 Prismatic Manapearls.
Tips
Alliance characters can use the Unshackled Waveray even though it is purchased on a Horde character, so buying it once covers both factions without a second purchase.
You can purchase Waveswept Abyssal Conch reputation items with excess Prismatic Manapearls and send them to a Horde alt to build The Unshackled reputation without completing quests on that character.
