The Risen Mare is a random drop from the Island Expedition end-of-run reward chest, available to both Horde and Alliance players.
Run Island Expeditions
Queue for Island Expeditions and complete runs to earn reward chests — the Risen Mare can drop from any island, including Verdant Wilds, not just Havenswood. One player confirmed looting it from a normal-difficulty Verdant Wilds run while leveling an alt.
Use Rabbit's Charm Efficiently
The 
Rabbit's Charm can be sent to other characters, allowing you to funnel bonus rewards to a single main account running Mythic difficulty expeditions, which is how some players have maximized their attempt counts across multiple accounts.
Expect a Long Grind
