Island Thunderscales can only spawn on Jorundall — they are native to that island and cannot appear as part of an invasion or through the weekly island population rotation.

The mount can only drop when Island Thunderscales are physically present on the island during your run, so if you do not see them on Jorundall, the mount cannot drop that run.
Run Mythic difficulty
Player reports indicate that running Jorundall on Mythic difficulty is the most commonly used approach, with one player obtaining the drop on their 6th Mythic Jorundall run after encountering Island Thunderscales in 3 of those 6 runs.
Consider the salvage vendor
As an alternative, Captain Kitt (Horde) or Captain Nightrunner (Alliance), located near the Island Expedition Map Table, sells salvage boxes for 175 Seafarer's Dubloons each, limited to 3 per week, which can also reward Island Expedition mounts.
Tips
Island Thunderscales spawning on Jorundall is not guaranteed every run — one player reported that after a weekend with almost no spawns, three out of six Monday runs had them present.
