The Bloodthirsty Dreadwing is a Battle for Azeroth mount purchased from Provisioner Mukra in Dazar'alor using Medals of Honor.
Locate Provisioner Mukra
Travel to Dazar'alor and find Provisioner Mukra at 51.2, 95.2 in Dazar'alor.
Purchase the Mount
Buy the Bloodthirsty Dreadwing from Provisioner Mukra for 
750 Medals of Honor. As of patch 8.1.5, purchasing this mount also automatically grants the Alliance equivalent mount, the Priestess' Moonsaber, so you do not need to farm Medals of Honor on both factions.
Tips
If you purchased both the Bloodthirsty Dreadwing and the Priestess' Moonsaber before patch 8.1.5, the 750 Medals of Honor spent on the duplicate mount were refunded automatically.
