The Terrified Pack Mule is taught by the Chewed-On Reins of the Terrified Pack Mule, a world drop from rare creatures in Drustvar during Battle for Azeroth.
Travel to Drustvar
Head to Drustvar and make your way to the encampment of bewitched guards north of Corlain. The camps are located at 28.8, 31.87 and 27.42, 24.30 in Drustvar, with additional spawn locations spread across the area at 29, 20.8 and 34.13, 17.30.
Farm the Bewitched Guards
Clear the two bewitched guard camps north of Corlain, which respawn very quickly. Additional mobs can be found at 28.28, 25.64 and 27.57, 27.90 as well as 29.83, 18 and 35.49, 13.00, and the area outside Waycrest Manor around 29.79, 27.63 and 31.62, 21.23 has also been confirmed to yield the drop.
Expect a Low Drop Rate
The drop rate is notably lower than 10%, and some players have reported farming well over 2,000 mobs across roughly 10 hours before obtaining the mount, so extended farming sessions at the camps near 33.2, 20.85 and 30.44, 20.64 and 29.25, 22.31 should be expected.
Tips
The Chewed-On Reins of the Terrified Pack Mule is a tradeable item and may be available for purchase on the Auction House if you prefer not to farm.
