The Avenging Felcrusher is a low-chance drop from the 
Gleaming Footlocker, a Paragon reputation cache earned by accumulating reputation beyond Exalted with the Army of the Light during the Legion expansion.
Reach Exalted with Army of the Light
Complete World Quests and Emissary missions for the Army of the Light faction in Legion to reach Exalted status, which unlocks the Paragon system and allows you to begin earning Gleaming Footlockers.
Earn Paragon Reputation Caches
Continue earning Army of the Light reputation past Exalted — each time you fill the Paragon bar, you receive one Gleaming Footlocker, which has a chance to contain the Avenging Felcrusher.
Farm on Multiple Characters
Each character on your account can earn Gleaming Footlockers independently, giving you additional attempts per weekly reset — one player obtained the Avenging Felcrusher on their fourth Gleaming Footlocker across 9 total openings that also yielded 
Glorious Felcrusher and 
Blessed Felcrusher.
