Travel to Antoran Wastes
Head to Hope's Landing in the Antoran Wastes. Two confirmed fishing spots are at 74.2, 48.41 and 71.08, 43.12, both located near the hut at Hope's Landing.
Fish the Green Waters
Cast into the green fel waters at Hope's Landing. You do not need a specific fishing rod or high fishing skill — the mount has been caught at around 275 fishing skill with no special equipment.
Expect a Wide Cast Range
The 
Underlight Angler is not required; one player caught the mount in roughly 2,263 casts using it, while others have reported anywhere from a couple hundred casts to over 70,000 casts before the mount dropped.
Tips
Additional fishing coordinates in the Krokuun zone include at 30, 67 and at 29.63, 67.11, which players have also used to farm this mount.
