Acquisition Guide
The Scintillating Mana Ray is a mount obtained by hatching a 
Fel-Spotted Egg, which drops from three rare elites on Argus and has a random chance to contain this mount after a 5-day incubation period.
Locate the Rare Elites
Three rare elites on Argus can drop a Fel-Spotted Egg: Sabuul at 44.2, 49.8 in Mac'aree, Naroua at 70.5, 33.7 in Krokuun, and Varga at 64.3, 48.2 in Antoran Wastes. You do not need a World Quest to be active in order to farm eggs from these rares.
Understand the Rare Spawn Window
Each of these rare elites operates on approximately a 4-hour window during which they will respawn and remain lootable. When that window closes, the rare will despawn. At any given time, it appears no more than one Fel-Spotted Egg dropper is active simultaneously.
Wait for the Egg to Hatch
Once a Fel-Spotted Egg is in your bags, it will transform into a Cracked Fel-Spotted Egg after 5 days. Opening it has a random chance to contain the Scintillating Mana Ray, along with other possible results including the 
Felglow Mana Ray, 
Vibrant Mana Ray, 
Darkspore Mana Ray, 
Docile Skyfin, Fel-Afflicted Skyfin, or 
Aged Yolk.
Repeat Farming as Needed
The same egg can drop the same pet or mount more than once, so receiving a duplicate result from a previous egg does not prevent the same outcome from happening again on future eggs. Continue farming Sabuul at 44.2, 49.8, Naroua at 70.5, 33.7, and Varga at 64.3, 48.2 until the Scintillating Mana Ray drops.
