Highlord's Valorous Charger is a Paladin class mount purchased from Crusader Lord Dalfors in the Paladin Order Hall for 
1,000 Order Resources after earning the Power Ascended achievement on The Silver Hand artifact weapon.
Earn Power Ascended Achievement
Complete the Power Ascended achievement by maxing out all empowered artifact weapon traits on The Silver Hand. Artifact traits have been disabled, so you can purchase the mount by simply completing the quest chain without needing to grind traits.
Purchase From Crusader Lord Dalfors
Find Crusader Lord Dalfors next to the mission table in the Paladin Order Hall and purchase the Heraldic Reins of the Valorous Charger for 1,000 Order Resources. You must be in the Holy spec when purchasing this mount, as the vendor will only sell you the reins for the spec you currently have active.
Tips
Switch to Holy spec before interacting with Crusader Lord Dalfors, as he will only sell you the reins corresponding to your currently active spec.
