The Highlord's Vengeful Charger is a paladin class mount sold by Crusader Lord Dalfors in the Paladin Order Hall for 
1,000 Order Resources, unlocked by completing the Legion class mount quest chain and having all artifact traits unlocked for Ashbringer (though artifact traits are currently disabled, so the purchase is available after completing the quest chain).
Complete Breaching the Tomb
Earn the Breaching the Tomb achievement on a Paladin character to unlock the class mount quest chain.
Start the Quest Chain
Pick up the quest Worthy of the Title from Champion Cyssa Dawnrose on the Broken Shore to begin the Highlord's Golden Charger quest chain.
Gather the Stonehide Leather Barding
For the quest Preparations Underway, obtain a Stonehide Leather Barding, which can be crafted by a leatherworker using 25 Stonehide Leather.
Visit Alard Schmied in Dalaran
For the quest The Hammer of Dalaran, travel to Alard Schmied in Dalaran to continue the quest chain.
Collect Leystone Ore and Suramarian Sapphire
For the quest A Few Things First, bring Alard Schmied 25 Leystone Ore and 1 Suramarian Sapphire. The Sundries Merchant in Suramar sells the sapphire — find the entrance at 49.29, 74.75 in Suramar, which costs 500 Ancient Mana to access; use your Masquerade buff or the vendor will not interact with you.
Complete Leather to Legendary
Watch the dialogue, pick up the Plated Barding from the anvil, and return to your Order Hall to finish the quest Leather to Legendary.
Finish Stirring in the Shadows
Complete the final quest Stirring in the Shadows in your Order Hall, which awards the Glowing Reins of the Golden Charger.
Buy the Vengeful Charger
With the quest chain complete, visit Crusader Lord Dalfors in the Paladin Order Hall and purchase the Harsh Reins of the Vengeful Charger for 1,000 Order Resources. Switch to your Retribution spec (which uses Ashbringer) to see and purchase this specific appearance.
Tips
Artifact traits have been disabled, so you can purchase the Harsh Reins of the Vengeful Charger from Crusader Lord Dalfors without needing to fully unlock the Ashbringer artifact tree.
Switch to the corresponding specialization at Crusader Lord Dalfors to unlock and view the mount appearances tied to each spec's artifact weapon.
