Shadowblade's Crimson Omen is the Outlaw Rogue class hall mount for Legion, sold by Zan Shivsproket in Dalaran after earning Shadowblade's Murderous Omen and fully unlocking all artifact traits on The Dreadblades.
Locate Zan Shivsproket
Travel to Dalaran and find Zan Shivsproket in the Rogue Order Hall at 35.45, 75. Switch to your Outlaw specialization before speaking to the vendor, as you must be in the correct spec to see the mount available for purchase.
Purchase the Mount
Purchase Shadowblade's Crimson Omen from Zan Shivsproket for 
1,000 Order Resources. You must have already obtained Shadowblade's Murderous Omen and unlocked all 52 artifact traits on The Dreadblades before this option becomes available.

You must unlock all 52 traits on The Dreadblades artifact weapon before Shadowblade's Crimson Omen appears for purchase — ensure this is completed before visiting Zan Shivsproket.
