Years of chain-chugging potions in Dalaran's sewer system have allowed him to grow large, agile, and shadow resistant.
Acquisition Guide
The Ratstallion is a Legion mount obtained by completing the Underbelly Tycoon achievement, which requires collecting a total of 20,000 Sightless Eyes in the Underbelly of Dalaran.
Head to The Underbelly
Travel to Dalaran and descend into The Underbelly, where all Sightless Eye farming takes place. Note that the Sightless Eye cap is 5,000 at any one time, so you must spend your Eyes regularly — the achievement tracks the total amount ever collected, not your current balance.
Kill Elite Mobs
Various elite mobs spawn over time throughout The Underbelly and drop Sightless Eyes when killed — clearing these as they appear is a steady source of currency.
Use Vendor-Spawned Mobs
Purchase items from vendors in The Underbelly such as the 
Screecher Whistle from Strap Bucklebolt, which summons additional small mobs that can be killed for more Sightless Eyes.
Loot Chests During No-Guard Periods
When the sewer guards go on break, you will receive a 'No Guards' debuff, chests spawn in the main room and can be looted for Sightless Eyes — be aware that PvP is enabled during this time, and killing other players yields 15 to 50 Eyes per kill.
Grab the Free Eyes Quest
Head to the back end of The Underbelly and hand in the quest 'Experimental Potion: Test Subjects Needed' for a free 150 Sightless Eyes.
Claim Your Ratstallion
Once you have accumulated a total of 20,000 Sightless Eyes and the Underbelly Tycoon achievement completes, the 
Ratstallion Harness will arrive in your in-game mailbox, granting you the mount.
Tips
This mount can realistically be completed in a couple of days given consistent farming across all available Eye sources.
