The Minion of Grumpus is a rare mount obtained during the Winter Veil world event by opening 
Savage Gift, purchased from Izzy Hollyfizzle for 5 
Merry Supplies.
Complete the Four Dailies
During the Winter Veil event, complete the four daily quests — Grumpus, Menacing Grumplings, What Horrible Presents!, and Where Are the Children? — to earn Merry Supplies. These quests and the vendor are located in your garrison.
Buy Savage Gift from Izzy Hollyfizzle
Spend 5 Merry Supplies at Izzy Hollyfizzle in your garrison to purchase a Savage Gift. Merry Supplies are Bind on Account, so you can send them between your characters to buy additional gifts.
Open Savage Gift for the Mount
Open the Savage Gift for a chance at the Minion of Grumpus; based on player data, the mount has roughly a 4–5% drop rate alongside other possible rewards such as 
Frozen Arms of a Hero, 
Medallion of the Legion, 
Elixir of the Rapid Mind, 
Garrison Resources, or Apexis Crystals.
Tips
Minion of Grumpus is not soulbound, so it can be purchased from other players on the Auction House if you do not obtain it from a Savage Gift during the event.
