The Chauffeured Mechano-Hog is a mount awarded to characters who complete the Heirloom Hoarder achievement by collecting 35 heirlooms.
Collect 35 Heirlooms
Accumulate 35 heirlooms across your account to complete the Heirloom Hoarder achievement. This requires at least one high-level character (level 80 or above) who has been actively collecting heirlooms.
Claim Your Mount
The mount is delivered via a 
Clinking Present and will be sent to the specific character that triggered the achievement completion — check that character's mailbox, including any alts on other realms you may have logged into.
Note the Mount Speed
The Chauffeured Mechano-Hog runs at 160% speed and can be used by level 1 characters; it does not scale up at level 40, though Guild Perks raise it to 170%, and Death Knights and Paladins ride at 180% speed.
Tips
The chauffeur driver differs by faction: Alliance characters are driven by Franklin Martin, while Horde characters are driven by Koak Hoburn.
