Cautious by direwolf standards, the dustmane can only be coaxed to ride with something it considers special.
Acquisition Guide
The Dustmane Direwolf is a Leatherworking profession mount obtained by crafting a 
Riding Harness, which requires a character with at least 700 Leatherworking skill to learn the pattern, though the mount itself requires 300 Leatherworking to ride and cannot be used by characters of other professions.
Set Up Leatherworking
Choose a character with an open profession slot and train Leatherworking. Travel to your faction hub in Ashran — Stormshield for Alliance or Warspear for Horde — and train all available skills from the Leatherworking trainer there.
Buy Leatherworking Patterns
Visit the Leatherworking Patterns vendor near the trainer in Ashran and purchase the 
Pattern: Drums of Fury using a Secrets of Draenor Leatherworking, which is on a 1-day cooldown.
Level Leatherworking to 55
Purchase around 300 
Raw Beast Hide from the Auction House nearby or gather it via Skinning, then craft 
Drums of Fury repeatedly until you reach 55 Leatherworking skill.
Reach 700 Leatherworking
Continue progressing your Leatherworking skill to 700, which is required to learn the pattern that teaches the Dustmane Direwolf mount. Note that reaching this cap from scratch without a pre-existing Draenor Leatherworker will take over a week of daily play.
Tips
Only characters with at least 300 Leatherworking can ride the Dustmane Direwolf — characters with other professions cannot use it even if it is in your collection.
