The Blue Shado-Pan Riding Tiger is a ground mount purchased from Rushi the Fox in Townlong Steppes after reaching Exalted with the Shado-Pan faction.
Reach Exalted with Shado-Pan
You must reach Exalted reputation with the Shado-Pan before Rushi the Fox will sell you this mount. You can preview the mount in action during Shado-Pan quests in Townlong Steppes, where NPCs such as Tarahna Zhu ride tigers identical to this one.
Purchase from Rushi the Fox
Find Rushi the Fox at 48.8, 70.4 in Townlong Steppes and purchase the Blue Shado-Pan Riding Tiger for 
500 Gold. This is the most affordable of the three Shado-Pan tiger mounts, with the green variant costing 1500 Gold and the red variant costing 2500 Gold. Unlike the Order of the Cloud Serpent mounts, this mount does not require you to reach Exalted on each individual character to use it.
Tips
The Blue Shado-Pan Riding Tiger uses the same colour scheme as most Shado-Pan NPCs, featuring blue, red, and grey tones.
