The
Reins of the Blazing Drake is a rare mount drop from Madness of Deathwing in Dragon Soul on both normal and heroic difficulties.
Enter Dragon Soul Raid
Travel to Dragon Soul and fight your way through the instance until you reach the final boss, Madness of Deathwing. You can enter Dragon Soul via the Raid Finder or by entering the instance directly.
Defeat Madness of Deathwing
Defeat Madness of Deathwing on either normal or heroic difficulty. The Reins of the Blazing Drake has a rare drop chance from this boss on both modes, so you may need to run the raid multiple times across reset weeks.
Note the Heroic Variant
Heroic mode also has a chance to drop the
Life-Binder's Handmaiden, a separate mount. Since Mists of Pandaria, its drop rate was lowered to approximately 1–3%, so it is no longer a guaranteed drop.
Complete the Meta Achievement
If you are working toward the Dragon Soul meta achievement, completing it rewards the
Reins of the Twilight Harbinger, which is a separate mount from the Blazing Drake.

If you receive the Blazing Drake, it is worth keeping — even if it does not immediately appeal to you.
