The Drake of the West Wind is a Cataclysm wind drake mount sold by Quartermaster Brazie in Tol Barad Peninsula, requiring Exalted reputation with either Hellscream's Reach or Baradin's Wardens and 200 Tol Barad Commendations.
Reach Exalted Reputation
Earn Exalted standing with Baradin's Wardens (or Hellscream's Reach) by completing daily quests across Tol Barad Peninsula and on Tol Barad island itself. There are up to 12 additional dailies available on the island beyond the 6-7 on the peninsula, including fixed quests in Baradin Hold such as A Huge Problem, Swamp Bait, and The Leftovers. Quests on the island award 350 reputation each, while most peninsula quests award 250 reputation each. Participating in Tol Barad battles also accelerates reputation gains significantly.
Purchase From Quartermaster Brazie
Once Exalted, head to Quartermaster Brazie at 72.4, 62.4 in Tol Barad Peninsula and purchase the Drake of the West Wind for 
200 Tol Barad Commendations. Commendations are earned by winning Tol Barad battles and completing Tol Barad daily quests, and it is worth noting that accumulating the 200 commendations typically takes longer than reaching Exalted reputation.
Tips
The dailies on Tol Barad island are separate from the peninsula dailies — completing both sets each day is the fastest path to 200 commendations.
