Enter Utgarde Pinnacle
Travel to Utgarde Pinnacle in Howling Fjord and enter the dungeon. You can run this solo at max level.
Defeat Skadi the Ruthless
Fight your way through the dungeon and defeat Skadi the Ruthless, who has approximately a 1% chance to drop the Reins of the Blue Proto-Drake.
Reset and Repeat Daily
If the mount does not drop, reset the dungeon and run it again. Based on a 1% drop rate, the probability of seeing the mount drop over 365 attempts is roughly 97.4%.
